The Town of Bristol unanimously adopted a resolution April 1 to participate in a joint work group with Warren to study declining school enrollment, long‑range forecasting and budget processes for the regional school district. Warren Councilman Derek Trombly, who proposed the measure, said the group will report back with recommendations by February 2027.
Trombly said the goal is to bring technical expertise and long‑term forecasting to the joint finance process. He proposed a seven‑member panel composed of two appointees from each town council, two appointees from the school committee and a superintendent (or designee). He emphasized the group should include budgeting and public‑finance expertise and suggested reusing prior blue‑ribbon reports as starting points.
Council members supported the concept and discussed operational details such as minute‑taking, whether a modest consultant budget would be needed to bring specialized forecasting expertise, and how the group’s work would feed into the Joint Finance Committee. Members suggested contacting prior committee chairs and local experts to avoid duplicating work.
The council adopted the resolution and asked Trombly and staff to coordinate membership, meeting logistics, and any modest budget needs to secure specialized analysis if required.
