School board restores $1.2 million transportation subsidy, raises local contribution request

The Fairbanks North Star Borough School District board voted unanimously March 18 to restore a $1.2 million transportation subsidy to the FY27 recommended budget and to increase the borough local contribution request to about $65.7 million.

Board President Mr. Burgess, speaking during continued budget deliberations, said he could not support zeroing out the transportation subsidy as a negotiating tactic. "It seems like we're pretending that an expense doesn't exist," he said, warning that removing the line item could undermine transparency and damage contractor relations.

The amendment to restore the subsidy was moved, discussed and approved after trustees debated whether to couple the restoration with an increased local contribution request. Miss Maple, the motion’s seconder, described the move as a compromise that preserves services while signaling a specific funding ask to the borough assembly.

Administrators briefed the board on multi‑year fund balances and deficit projections, explaining that without additional state or borough funding the district could face a roughly $2.2–$2.5 million shortfall for FY27 depending on the level of subsidy included. Dr. Miner and finance staff said restoring the $1.2 million subsidy would reduce that shortfall and help preserve busing service levels.

Clerk Miss Richardson conducted a roll-call vote; the amendment carried and the board directed administration to update budget documents to reflect the change. Administration requested a short recess to make numeric updates before the board completed action on the full recommended budget later in the meeting.

The board’s action preserves funding for routes and contracted services and sets a clearer, more transparent case for the borough assembly when the district requests additional local contribution dollars.
