The Portage Common Council met and approved several routine items, including a Police K9 take-home policy and payment of $338,632.79 in claims.
The meeting was called to order and Becky called the roll, establishing a quorum. The council recited the Pledge of Allegiance and the presiding officer noted there were no public commenters, saying, "I've received none." The agenda was approved as presented.
Council members heard a Dark Sky proclamation recognizing that April 13–20 is International Dark Sky Week; a presenter said the proclamation would be given to Andrea after the meeting. The item was ceremonial and required no council action.
On minutes, Alderperson Crowley moved to approve the minutes of the March 12, 2026 closed session; Alderperson Bernander seconded. The motion passed on a roll call vote with one abstention (Alderperson Paul).
The council approved the consent agenda, which included reports and minutes from the Tourism Promotion Commission (March 4), Police and Fire Commission (March 4), Library Board (March 10), Business Improvement District Board (March 11) and Human Resources (March 12). Alderperson Green moved and Alderperson Donahue seconded; the roll call was unanimous.
Under new business, the council approved a Police K9 take-home arrangement previously discussed in Human Resources. Alderperson Bernander moved to adopt the policy and Alderperson Schlinkert seconded; the motion passed by unanimous roll call.
Alderperson Bernander moved to approve payment of claims totaling $338,632.79 for paid, unpaid and debt claims; Alderperson Crowley seconded. The council approved the claims unanimously.
The council also approved a change of agent for WI Food Liner Incorporated at 2915 New Pinery Road; Johannes Van Den Hoovel of Festival Foods was listed as the new agent. Alderperson Schlinkert asked whether the agent’s listed address in River Falls was acceptable; staff confirmed the city does not require the agent to be located within Portage. Alderperson Bernander moved to approve the change of agent and Alderperson Wetzell seconded; the motion passed unanimously.
Finally, Alderperson Bernander moved to adjourn; Alderperson Wetzell seconded and the council voted to adjourn. The meeting ended after disposition of the listed agenda items.
