Committee narrows voter-registration access requirement to allow indirect election-day verification

The Finance Division opened its work session by considering House Bill 1600, which would clarify access to the centralized statewide voter registration database on election days. Secretary of State David Scanland told the committee the state already provides most of what the bill describes but flagged a provision in amendment 0626H that appeared to require electronic connectivity in every polling place.

"The bill is probably not necessary, but if the legislature wants to put it in place, we don't have an issue with that either," Secretary of State David Scanland said, while warning that requiring direct electronic links at every polling site could be costly and unrealistic in areas with poor internet or cell service. He described an alternative the office already uses: an election official may phone the Secretary of State's staff to confirm registration information for a voter who is present at the polling place.

Several lawmakers pressed for clearer statutory language to preserve flexibility. Representative McGuire and others noted that many polling sites lack reliable connectivity and that the statute should make clear that access may be indirect where necessary. Representative Maguire offered an amendment to require "direct or indirect access on election day" to the database; the committee approved the change and then voted 9-0 to move HB 1600 as OTP and place it on the consent calendar.

What happens next: With the amendment approved, the committee placed HB 1600 on consent and the bill will proceed according to the standard floor calendar. The Secretary of State said his office can implement the clarified requirement but urged flexibility in how access is provided so small towns are not forced into expensive infrastructure upgrades.
