Council unanimously approves parade indemnity and forms finance, riverfront and compensation committees

Warren City Council approved several motions by unanimous roll call during its March meeting: authorization to submit event notices and to indemnify PennDOT for the Fourth of July and Veterans Day parades, formation of a standing finance committee and approvals to form riverfront development and compensation committees.
On the parade item (agenda 8A), staff said the city needs to submit special‑event permits and an indemnity agreement to PennDOT for parades that use state and city streets. After opening the floor to public comment (none), the council moved, seconded and approved the requested authorization. The clerk conducted a roll‑call vote; Miss Flasher, Mrs. Casey, Mr. Cashman, Mr. Gilbert, Mr. Champlain, Mr. Vala and Mayor Wartman recorded votes in favor.
Council then discussed the structure and purpose of three committees (agenda 8C). The finance committee — described by staff and the solicitor as a standing three‑member committee with fiduciary responsibilities including audit review, quarterly statements and pre‑budget review — was approved with council members nominated for membership. The Allegany River/Riverfront Development Committee was approved to study uses of city‑owned riverfront parcels downtown; council members designated to serve will develop duties and return recommendations to council. The compensation committee was formed as a short‑term body to review salary ranges for nonunion employees and to examine procedures for bonuses or pay adjustments.
Each committee formation motion passed by unanimous roll call. Council directed the new committees to meet and return to the April meeting with a proposed charter, duties and responsibilities for formal adoption.
