Smyth County board approves multiple routine measures: easement, remodel, contract renewal and policies

During its April 9 meeting the Smyth County Board adopted several committee recommendations covering facilities, contracts and routine policy updates.
The board approved a building-grounds committee recommendation to grant an easement that will allow Mount Rogers Community Services to run three power poles to an adjacent construction site; the county will receive a dusk-to-dawn light at the rear of the county parking lot as part of the arrangement. "We'll give them the easement if they'll give us a dust-to-dawn light," a committee member summarized.
The board also approved a $27,550 remodel of the circuit court office to add walls and doors that provide privacy for staff and reduce the risk of jury-room conversations being overheard; the cost will be funded from the current construction bond. "It just doesn't make a whole lot of sense" for the current office configuration, the packet explained, prompting the recommendation.
Solid-waste operations: The board accepted a committee recommendation to renew the Bluntfield landfill agreement for an additional five years; committee members said the site remains the lowest-cost local option.
Policy and operational updates: The board approved a convenience-station inclement-weather signage policy that would place signs and a QR code at 11 stations so users can check real-time status online. The water and sewer committee presented updates to the operations handbook (tenant/customer language and cross-connection notice); the public-health department reviewed and concurred with those updates.
Budget committee items: The budget committee reported two meetings covering courthouse HVAC issues, a request for deputy-clerk subsidy supplements (13 positions discussed), and school budget uncertainty because the state budget was not finalized. The committee recommended removing the county dog-tag requirement for pets if state law allows; the board received the recommendation for future action.
Next steps: Most items were forwarded from committee with the staff recommendations and approved as committee recommendations; several require administrative follow-up such as processing the easement, executing the landfill contract extension and scheduling the remodel work.
