Staff summarized required statutory steps under the Education Code and Government Code and presented the study’s recommended rates: a level 1 commercial fee of $0.87 per square foot, level 1 fees for rental/self-storage at $0.18 per square foot, a level 2 residential fee of $7.23 per square foot (a slight decrease from the current $7.32), and a level 3 residential fee of $14.46 per square foot (leviable only if the state allocation board determines state funding for new school construction is unavailable).
No members of the public signed up to speak on the item. Trustees moved and adopted Resolution 86 (adopting the increase in statutory fees) and Resolution 87 (adopting alternative residential fees) by voice vote. The new rates will be effective July 1, 2026.
The adoption follows statutory procedures (Education Code §17620; Government Code §65995) requiring a needs analysis and public hearing to justify developer fees. The board closed the meeting at 10:53 p.m.
