Elk Grove Unified School District trustees spent most of their May 5 meeting exploring whether a project labor agreement, or PLA, would advance the district’s interests in construction delivery, workforce development and fiscal stewardship.
Dr. Coates, the district’s facilities presenter, framed the item as information-gathering rather than a decision. Coates said the PLA subcommittee had held multiple meetings, surveyed contractors and conducted field visits, and emphasized the need to compare any PLA against the district’s current practices and performance.
"The question is whether any approach helps us deliver safe, high-quality, well-maintained facilities in a fiscally responsible and operationally sustainable way," Coates said, noting the district spends about $115,000,000 a year on facilities and has a prequalified contractor pool of roughly 138 firms.
