Keith Bowe asked for documentation showing differences between the original bid and the modified transaction and requested access to county attorney analyses. Commissioners and staff explained that the board had previously modified the contract to designate 171 acres as public and that the price adjustments reflect that change. Staff said delegations are intended to streamline master‑plan submittals and Triumph application steps while final decisions and master agreements remain board actions. Several commissioners emphasized the need for clarity on who would be responsible for any Triumph clawbacks or failure to meet job targets and asked economic‑development partners to remain engaged.
After discussion, the board moved and adopted the items to allow the modifications and agency‑coordination steps, with public commitments from staff and economic‑development partners to provide the contract comparisons, attorney memoranda and additional backup materials. The motion carried unanimously (5‑0).
