Enid adopts FY26 CDBG annual action plan; SBA on-site to help tornado-affected homeowners

The Enid Board of Commissioners on May 5 adopted the FY26 Community Development Block Grant (CDBG) annual action plan and authorized Mayor Mason to execute and submit the finalized plan to the U.S. Department of Housing and Urban Development following the required 30‑day public comment period.
Brenda, the city’s CDBG coordinator, told the commission that Enid is an entitlement community and received an FY26 allocation of $494,190. She summarized program priorities (decent housing, suitable living environments and economic opportunities targeted to low- and moderate-income residents) and explained the local five-year consolidated plan and the required annual action plan. The city opened its nonprofit application process and conducted an earlier public hearing and funding commission reviews in March and April.
During the public hearing, Bailey Ezell, representing Hedges, described a critical roofing need for a nearly 70‑year‑old building that serves hearing and speech needs in northwest Oklahoma and said the organization was seeking assistance for a spray-foam roof approach to increase long-term durability. Ezell asked the commission to consider the application and funding recommendations before the vote.
After discussion, the commission approved the resolution to adopt the FY26 action plan and to authorize submissions to HUD; the motion passed 6–0.
The city will continue to publicize resource and application information online; staff said SBA personnel are on-site at the recovery resource location to meet homeowners and that SBA representatives will be invited to a homeowners meeting at Stride Bank Center next Thursday to provide direct assistance and eligibility guidance.
No vote on specific CDBG subgrants was recorded in the hearing minutes beyond adoption of the annual plan; the plan describes categories including administration, public services, housing, economic development, and public facilities and improvements.
