The plan reflects the city’s final allocation of $294,485 and trims proposed amounts proportionally to match the reduction from earlier projections.
The action secures federal funding the city uses for public infrastructure upgrades, a housing rehabilitation program for low- and moderate-income homeowners, and public-service grants vetted by the Social Services Budget Committee. Community Development Director Adam Atamian told the council the plan aligns with the five-year consolidated plan and that HUD requires a 30‑day public review period before submission; that review concluded the day before the meeting. Atamian said the allocation represents a roughly 1.8% decrease from anticipated numbers and that staff adjusted grant amounts proportionally to preserve program continuity.
The council discussed the review process and how the Social Services Budget Committee evaluated applicants. Atamian identified recommended public-service recipients, including AgeWell Senior Services, Camino Health Center and Family Assistance Ministries, and described continued funding for the city’s Silver Connections program and fair‑housing services. With no public comments on the item, Councilmember Cabral moved approval and Mayor Pro Tem Tim Knobloch seconded the motion; the council voted 5–0 to adopt the plan and authorize submission to HUD.
Adopting the plan maintains San Clemente’s eligibility for CDBG funds and allows staff to begin grant administration, contract work and project scheduling. City staff said program details and award notifications will be made public following routine contract and grant processing timelines. The council’s adoption did not change program priorities; it implements minor adjustments tied to the final grant amount.
The council recessed after the vote and proceeded to other agenda items, including zoning amendments and a separate public discussion about a citizens’ ballot measure.
