Architect Eric Westman and developer representatives described a plan to vacate a small public way, provide on‑street and on‑site parking, and coordinate with trail and roadway improvements. Heart Ministry Center CEO Dominic said the grocery will be a community‑centered full‑service store with workforce development components called 'fresh start' that aim to employ graduates of the center’s training programs. Dominic told the board he expects “at least 30” employees and said the store will emphasize community input on product offerings.
Staff recommended approval of a minor future‑land‑use amendment (to expand a mixed‑use boundary), rezoning and an ACI overlay expansion, and recommended preliminary and final plat approvals subject to conditions. The planning board voted 5–0 to approve the land‑use amendment and the plat and rezoning items.
What happens next: The approvals forward to city council as required for final disposition of rezoning and plat items; construction and financing steps remain to be completed by the developer and Heart Ministry Center.
