Clive Council advances multiple zoning and code changes, establishes urban renewal area

On a separate matter, staff presented a 2025 amendment to the Clive urban renewal plan to reestablish a TIF district covering the 86th Street area to enable potential rebate requests tied to two projects noted in the amendment: a DNR Distillery site with an approved site plan and a proposed Fortress Bank redevelopment at the former Car City West. Amanda emphasized the amendment’s 'not to exceed' figures are estimates; specific rebate amounts will be negotiated in future development agreements. Council declared necessity and established the urban renewal area and passed the ordinance on first consideration by a 5-0 vote.
Council also considered a package of codifier‑recommended updates: Ordinance 1167 (liquor licensing adjustments for to‑go mixed drinks), 1168 (electronic cigarette/tobacco application updates), 1169 (streamlined public‑hearing notice timeline) and 1170 (making service‑animal misrepresentation a local misdemeanor to permit enforcement). Each was approved on first reading or for prior passage where appropriate, recorded as 5-0 votes.
What happens next: development agreements tied to the urban renewal area and any final ordinance adoptions will return to the council for separate consideration; staff said specific financial terms for TIF rebates will be brought forward as projects seek reimbursement.
