Separately, the council heard an update on Alice’s Road from consultant Jeff (Snyder). Jeff said the project’s Phase 1 was split into 1A and 1B and that, because of wet weather and staging, Phase 1A will not be fully completed this year but will be opened to traffic for the winter. Jeff described additional survey, utility coordination and funding‑application work that was not included in the original contract and recommended an amendment.
Council approved Amendment 1 to Alice’s Road professional services for $54,900 (motion seconded and approved 5-0). Jeff and Nate (Snyder) emphasized extra efforts include additional survey, utility relocation coordination after discovering an unmapped Mid‑America line, and work to identify grant and federal funding opportunities.
Staff tied project financing to the city’s planned second bond issuance (2025B). City staff member Matthew asked the council to set a public hearing for the general obligation loan agreement; the council set the hearing for Sept. 25, 2025, at 6 p.m., by a 5-0 vote.
What happens next: staff will finalize the Alice’s Road design addendum and pursue the scheduled bond public hearing. The record shows the council voted to go into a closed session later in the meeting under Iowa Code §21.5 to discuss real estate; the council returned and recorded that no action occurred during the closed session.
