Grimes council approves contracts for street reconstruction and water‑main work

The Grimes City Council on Jan. 27 held public hearings and approved resolutions to proceed with multiple infrastructure projects, including street reconstruction on Southeast 5th and 6th streets and a water‑main replacement on Southeast Second Street.

City staff (Matt) presented the SE 5th and 6th Street reconstruction project — project limits run between SE Little Beaver Drive and SE Trail Ridge Road — and reported 11 bids were received. Staff recommended award to the low bidder (Sternquist Construction). The council held a public hearing and then adopted the plans and authorized the city to enter a construction contract (resolutions to adopt plans and make the award). The contract requires substantial completion in 70 working days and includes liquidated damages for calendar‑day delays.

Staff also presented the Southeast Second Street water‑main replacement; eight bids were received and staff recommended award to MB Construction (low bidder reported in the transcript). That contract likewise requires substantial completion within timeline parameters and will be coordinated with related road projects; staff said the work will be patched and road reconstruction scheduled as a follow‑up project in later years.

Council members acknowledged the disruption construction causes for residents and emphasized public‑information meetings, direct notices to affected residents, project maps on the city website and individualized follow‑up. The contracts passed by roll call. Staff said contractors will manage garbage, recycling and mail logistics during work and that the city will maintain oversight during construction.

Next steps: staff to issue notice to proceed (project notices scheduled for spring/summer 2026), hold targeted public information meetings for residents on the impacted streets and post ongoing updates on the city website.
