Clive adopts Ordinance No. 1172 tightening rental-housing code; council passes second reading 4–0

Ryan said staff added expense and revenue categories to the rental-housing program guidelines "for transparency purposes" so tenants and owners can see program dollars and the program's financial profile. Council member motioned and seconded final passage; the clerk recorded the ordinance as passing on second reading by a 4–0 vote.
During discussion council asked questions about enforcement approaches previously raised, and staff said they had done follow-up work on essential-utilities language. No amendments were proposed at the meeting. Staff will continue to provide program guidance and enforcement options under the updated code.
