Grimes staff presented background and funding details for the Northeast Destination Drive Extension Phase 2 at the Feb. 24 council meeting, and the council adopted plan specifications and cost estimates.
Staff explained the project is part of a multi-segment corridor plan developed with neighboring jurisdictions and the DOT; the DOT provided roughly $700,000 in combined support and the remainder of the project cost is expected to come from developer contributions negotiated through development agreements. Seven contractors bid on the north segment; staff said bids clustered around the engineer's estimate and that the selected contractor for the south leg also won the north leg, giving continuity between work sections. The project schedule includes a notice to proceed in April and contractual substantial-completion targets tied to working-day limits.
A public hearing on the plans was opened and closed with no speakers. Council voted to adopt the plans/specifications (Resolution 02-3826) and deferred contract awards until the March 10 meeting so they could process related development-agreement items together.
Why it matters: The extension is intended to improve connectivity off Highway 141 and move access points away from the highway, which staff and council said will improve safety and traffic flow for nearby residential areas.
What’s next: Staff will coordinate final award paperwork and schedule with developers and return with contracts for final action at the March 10 meeting.
