Council members raised sedimentation concerns and asked staff to provide cost estimates and clearer maintenance triggers (e.g., algae coverage thresholds, shoreline vegetation percentages) before formal adoption. Staff said Shadow Creek and Cirena ponds have proven management approaches in coordination with DNR and that deeper ponds tend to have fewer vegetation problems. Staff will develop more specific plans and an implementation schedule and return to council with policy text and cost estimates.
