Council approves Hickman right‑of‑way vacation and site plan for Fortress Bank headquarters

Amanda (planning) presented a redevelopment proposal for the former Car City West site at Hickman and NW 111th Street. The plan requires vacating just over a quarter acre of city right-of-way to allow a three-story, roughly 18,000-square-foot Class A office building and associated parking. Staff said the developer will pay for relocating a water main, construct a replacement city sign (estimated at about $112,000), add underground stormwater detention, plant replacement trees, and reconfigure landscaping to avoid utility conflicts.
Staff noted the city coordinated with the Iowa DOT for the Hickman interchange project and that the developer will install portions of the relocated water main on the private property due to limited DOT right-of-way. The plan preserves access points, improves on-site lighting to current standards, and proposes navigational signage to support the drive-thru.
Council closed the public hearing and approved the public-improvements agreement, the right-of-way vacation, and the site plan/preliminary plat for Fortress Bank by recorded votes of five to zero. Staff will return with a development agreement and proposed tax-increment financing terms at the December 11 meeting.
