Port Orchard adopts stormwater code updates and declares water-quality monitoring gear surplus

The Port Orchard City Council unanimously adopted technical amendments to chapter 15.30 of the Port Orchard Municipal Code to align local illicit-discharge and stormwater rules with state law and the city's NPDES permit, staff said. Council Member Morrisy moved adoption and Council Member Fenton seconded; the ordinance was adopted by voice vote.
Staff described the changes as technical and not changing current operational practices; the amendments incorporate language requested by the Department of Ecology and ensure consistency with recently passed state legislation and the city's permit obligations. Director Ryan and other staff answered council questions about code sections and implementation.
In a separate but related action, the council declared a set of water-quality monitoring instruments surplus and authorized their disposition. Finance staff estimated the current value of the listed items at $4,145; because the total value is below the statutory threshold in RCW 35.94.040, the city did not hold a public hearing before surplus declaration. Miss Wallace said proceeds from any sale will be deposited back to the stormwater utility fund and staff will follow city procedures for sale or transfer to other public agencies.
Council directed staff to publish the ordinance and proceed with surplus disposition consistent with city practice. Staff expects to bring an implementation timeline and report disposal proceeds as a follow-up.
