“My name's Celeste Dalton. I'm the owner of Locked Groove Records,” Celeste Dalton told the board, asking for a permit that will allow three bands to perform in the store’s yard. She said nearby residents were notified, adding, “There’s six apartments behind our building. I’ve left a note on each of their doors and I haven't received any opposition.”
Dalton told the board she had notified campus police about the event and that Elm Street Brewing will operate a tented alcohol service and “they'll be getting DORA permission.” The chair asked about security; Dalton said the event is small and that campus police had been notified.
After brief questions from board members, a member moved approval of the noise exemption authorization for Locked Groove Records and a second was made. The board approved the motion by voice vote; Dalton was asked to wait after the meeting so staff could sign the authorization and provide her a copy.
The exemption clears the way for the shop to host the cited performances on April 18. The board did not record a roll-call vote or individual tallies in the meeting minutes provided.
