Grimes council approves paving, design contract and multiple plats; advances zoning readings for new housing

At its Feb. 10 meeting, the Grimes City Council advanced a package of infrastructure and development actions, approving a paving contract, a design services agreement and multiple plats while moving forward with zoning changes intended to enable additional housing and connectivity improvements.
The council approved resolution 02-1726 to award construction for the 142nd Street paving project (Meredith Drive to Waterford Road). Staff described the project as a joint effort with a neighboring jurisdiction to share costs, and reported an engineer’s estimate near $6.7 million with bids coming in around $5.5 million. Officials said the work will reduce recurring gravel maintenance, improve connectivity and create an additional route that reduces pressure on Highway 141.
Council also approved resolution 02-1826 to enter a professional services agreement with HR Green, Inc. for design and right-of-way services on Southeast 37th Street improvements. Staff said the overall project is estimated at about $7.6 million and that the city previously secured surface transportation grant funding to offset some costs; design costs for the contract were described as roughly $0.5 million. Staff framed the work as part of a broader systems approach to reduce bottlenecks and improve access across multiple road projects the city has advanced since 2017.
On development matters, the council approved final plats for two residential projects. Resolution 02-1926 approved the final plat for Harvest Point Plot One, a first phase that will create 56 single-family lots with private detention and reserved easements; staff noted parkland for the overall development will be dedicated in a future phase. Resolution 02-2026 approved the final plat for Brookside Village Plot 2, which divides property into three commercial lots and includes sanitary sewer and water easements to support this and future development.
On zoning, the council completed third reading and final passage of Ordinance 808 (Sienna Hills rezoning) to permit approximately 93 single-family lots in the north 19th Street area. Council also held first reading of Ordinance 809 (Brookside Village North rezone), proposing to change 14 acres at Highway 141 and NE 18th Street from commercial to a mix of medium- and high-density residential; staff said the project would generate roughly $250,000 in park fee-in-lieu to fund improvements at nearby North Point Park and described architecture, buffer and trail connection requirements.
Each of the resolutions and the ordinance readings passed by roll call at the meeting. Staff said utility easements, right-of-way and detailed site plans will be completed in subsequent steps before construction or site plans return to council for approval.
