Clive council adopts AI use policy; staff to post lobby surveillance notices and system details online

The Clive City Council on Feb. 12 approved a resolution adopting a municipal artificial-intelligence use policy after staff clarified a provision regarding covert biometric surveillance and proposed a practical mitigation: visible lobby signage and a public web posting about current camera uses.

Pete, the staff presenter, told the council the policy expressly would not allow covert biometric-gathering activities and noted that the city’s lobby cameras are the type that can track movement through multiple internal spaces. He said staff’s practical resolution to the concern is to post a standard sign in public lobbies reading, “for your awareness, these premises are under video surveillance,” and to publish the AI policy and a dedicated page describing the Flock camera system on the police department’s web page.

"We think that solves the problem of covert," Pete said, urging continued monitoring of evolving camera and AI capabilities; staff recommended approval without further language changes. Mayor Edwards and other council members welcomed the transparency measures and thanked staff for proposing public posting and a clear notice plan. The council moved the resolution and approved it by unanimous vote (5–0).

Staff said the policy will be posted publicly on the city's website and that a dedicated page for the camera system will be added to the police department site. Council members said they viewed the measures as an important transparency step while acknowledging AI technologies are evolving and may require future review.

The clerk recorded the resolution's passage by a vote of five to zero. Staff will proceed with posting the policy and installing the lobby notice in public buildings.
