Jerry told the council the city solicited bids on Nov. 18 and received five responses. He said the low bid was submitted by Hydro Clean and—per the meeting record—was reported as "$147,3120"; staff noted that the bid was about 22.4% below the engineer’s estimate and recommended award to Hydro Clean based on past satisfactory performance.
Council closed the public hearing and approved plans and specifications, received the bids, and moved to award the contract (voice votes recorded as 4–0).
Why it matters: The annual lining project is intended to reduce inflow and infiltration in clay sanitary sewers, tightening the system and lowering long‑term maintenance costs. Awarding the low, responsive bidder allows the city to proceed with seasonal lining work.
