Council sets budget hearing and advances first readings for utility rate changes

At the March 26 meeting the Clive City Council set the public hearing for the proposed FY2026 budget for April 9 and reviewed a package of utility-rate adjustments.
Staff said the proposed budget maintains the property tax rate at $9.92 and reflects prior budget work-session direction. The council voted to set the budget hearing and publish required notices.
On utilities, staff proposed shifting water billing from a 100% variable user-rate model to a fixed-plus-variable structure intended to stabilize revenues and align cost recovery with system infrastructure needs; staff said residential and commercial holders would see no variable rate increase this year under the change but irrigation rates would increase by 2%. Staff proposed a 4.5% sewer-rate increase and a 3% stormwater increase, with ordinances scheduled for three readings and effect in May/July depending on the ordinance schedule. The council approved first readings for the related ordinances by votes recorded as 5–0.
Administration will undertake customer communications about the new payment portal (Community Connect) and targeted outreach to large-service customers, and staff said solid-waste rates requested by Metro Waste Authority will be brought forward at the third reading.
