City staff reported March 25 that the restoration of Boulder City’s historic water filtration plant is complete for the scope approved by SHIPO but that SHIPO did not accept the repointing method used on the brick work; public works will coordinate with SHIPO to redo the repointing to meet preservation standards before the final grant reimbursement is released.
Staff said the city received a $200,000 SHIPO cultural‑centers grant and supplemented the project with RDA funds. Some work remained unspent and, if not used on the approved scope, will revert to RDA. Commissioners discussed whether interpretive panels or interior displays could provide before/after context for tours and asked whether safety‑focused improvements (such as plexiglass viewing or railing infills) could be added; staff noted SHIPO approval would be required for changes affecting the historic fabric and said public works will evaluate safety solutions.
Commissioners also praised proposed tasteful exterior and interior lighting concepts but recommended care to avoid dark‑sky conflicts when using uplighting. Staff said they will assemble before/after photos and a short interpretive summary for Preservation Day visitors and will continue coordination with SHIPO and public works about repointing and final deliverables.
