Clive Council moves ahead with 2026A bond loan agreements for flood mitigation and park projects

City staff recommended that the Clive City Council move forward with two public hearings and the sale of the 2026A general obligation bonds to finance multiple capital projects.
At the March 26 meeting, finance staff said the hearings were published in the Des Moines Register on March 9 as required by state code. The 2026A package includes essential corporate purpose projects — University Boulevard flood mitigation, Alys’s Road improvements, Little Walnut Creek stream and trail work, Green Belt Landing acquisition and Rio Valley park improvements — and a second set of general corporate-purpose projects that includes Indian Hills Junior High park development. The staff presentation said the city will use the debt-service property tax levy to repay the bonds and recommended scheduling the sale for April 23.
No members of the public offered testimony at either hearing, and council members voted to close the hearings. The council then moved a resolution taking additional action to enter into and combine loan agreements; the motion carried unanimously, 5–0.
Administration said ordinances and related documents will be finalized before the April sale. The council did not provide ballot or financing details at the meeting; staff said further details, including the timeline for sale closing and any final pricing, would be provided as the process continues.
