Administration to re-roll HOME program; YNDC retains $8 million new-construction allocation (about $4M remaining)

On a separate matter, the proposed infant-mortality clinic (previously discussed in conversations) never reached contractual stage: there was no lease, rate or paperwork, and further inspections found that roughly two-thirds of the intended building had not been renovated and there are roof issues requiring additional work. Staff said they will revisit the issue in CPET (committee) and notify Council and the public when they re-roll the program.
Council requested clearer documentation and timelines; administration committed to notifying council and the public within two weeks about the re-roll and legislative language.
