City staff: Fifth Avenue bus pull-off project proceeds with local funds after right-of-way issues

Public works staff briefed the caucus on a plan to install three bus pull-off stops on 5th Avenue and a larger pull-off for the OWOW facility on Federal Street. The work had been part of a 2019 Fifth Avenue improvement project but was left out because the work fell outside the public right-of-way and could not be completed with federal funds.
Staff said they obtained easements over several years and now will proceed using local funds (auto-license fee budget). The design will include signage and enforcement to minimize parking misuse in pull-offs; staff said similar installations on Fifth Avenue have not resulted in parking interference. Councilman Oliver asked to be added as a co-sponsor.
The project is administered locally and will be funded per the budget allocation discussed at the auto-license fee budget hearing.
