At the April 1 meeting of the Youngstown City Council, resident Randy Hobgood told the council he intends to pursue litigation related to his family's treatment and said, in the course of his review, he found what he described as concerning overtime practices among some of the city’s highest-paid employees.
Hobgood said online payroll information he reviewed showed some top-paid employees with substantial overtime, citing an example where a listed base pay was $70,000 and overtime approached $140,000. He asked council to initiate an inspection, audit or review of overtime practices within the police department and urged stronger safeguards to ensure reported hours reflect actual work.
Council reaction and procedural notes Council members acknowledged the concern but noted the speaker had pending litigation and suggested the matter might also be pursued through formal complaint or other venues. No formal motion for an audit was made during the meeting; council did not commit to initiating an investigation at that time.
Next steps Hobgood said he will pursue his case in litigation and asked council to consider an internal review of overtime practices; council members asked staff to maintain open dialogue about appropriate next steps outside the public-comment period.
