Board hears village attorney’s time estimates and debates raises, part‑time benefits reform

Village attorney Steve Rafus, identified in the budget packet as the village attorney, described his workload and billing practice and said he typically spends "10 to 15 hours a week" on village matters. Rafus and staff compared two approaches — a contract hourly model and an employee salary with benefits — and reported an internal proposal to reduce an earlier contract-rate projection of about $45,000 to a $35,000 salaried personnel number in the draft budget.

Trustees debated modest across‑the‑board raises for noncontract staff and small stipends for part‑time roles (historian, gardener, event coordinator, senior‑center organizer). One trustee estimated the cumulative effect of increasing multiple noncontract lines would amount to nearly $10,000 across the budget. Separately, a trustee proposed drafting a policy to limit offering high‑cost benefits to part‑time employees; the board agreed to consider the policy at an upcoming meeting and finalize any budget amendments afterward.

Outcome: staff said they would circulate a written summary of the meeting’s agreed adjustments (including the reduced attorney number) the next morning; the board did not formally adopt personnel changes at the workshop and will take final action as part of the formal budget process.
