Trustees debated permit structure and fees, including a one-time event fee and an annual permit that allows vendors to operate in the village for 365 days. Supporters said a modest fee provides ‘‘skin in the game’’ and discourages last-minute cancellations; opponents cautioned that fees could discourage vendors from returning to village events. Board members noted that most documentation (health permits and business filings) is already collected by Lake County and that county health inspections will continue to apply.
The ordinance language restricts certain off‑truck signage and requires vendors to provide proof of Lake County permits and related documents. The board held a roll-call vote; the motion carried with one trustee recorded as voting Nay. The ordinance was recorded as Ordinance 26-3-388.
Staff said the village will notify known vendors and update guidance for residents and event organizers once the ordinance and permit forms are finalized.
