The Mentor Planning Commission on March 19 approved a conditional use permit to allow an automobile repair shop at 7380 Lakeshore Boulevard.
The applicant, Kenneth Bins, who identified himself as the operator at that address since July, told the commission he had not realized a permit was required until a fire inspector notified him. "I didn't really know I needed a permit until the fire inspector told me I needed one," Bins said, adding that he operates as a general mechanic — performing engine swaps, brake work and other non‑body repairs — and that there are no cars stored outside.
Kathy, the planning director, told commissioners staff recommends eight conditions if the permit is granted. Commissioners pressed Bins on several operational details: Commissioner Mr. Tedman asked whether mechanical ventilation had been installed; Bins said he has a vent pipe and will add a fan. Staff also asked that the dumpster nearest the garage be enclosed in a screening that matches the building facade, and that vehicles not be parked on the grass; the applicant agreed to comply.
With no members of the public speaking in favor or opposition, a motion to approve the conditional use permit with the eight staff‑recommended conditions passed on a roll‑call vote with all seven commissioners voting yes.
Next steps: staff will work with the applicant to verify installation of required ventilation, dumpster screening and parking arrangement before the permit is considered fully compliant.
