"The legislative intent of separating secure personal group and regular group care has been clear for a few years now. The formatting of the new code makes that a little less clear. So, we're just trying to make that more clear for everyone who reads it moving forward, but we're not trying to change anything else," a staff member said.
Staff identified the relevant code sections as Title 14, Chapter 2, Section 5 I12 (the existing entry) and the proposed new Section 5J to list secure personal and group care as a separate use category. The commission moved, seconded and voted to forward a positive recommendation to city council. Staff said the expected city council schedule is a first reading and public hearing on May 5 and a second reading on May 19.
The amendment, as described in this meeting, is a recommendation to city council; any legal change requires council adoption after the readings and any required public notice or hearing.
