Senate approves telehealth recording bill and reparative-program recommendations in concurrence

The state Senate on April 3, 2026, passed two House bills in concurrence and moved several others to committee.

On third reading H84, which would allow telehealth appointments to be recorded with the consent of both patient and provider, the presiding officer put the question and announced that the ayes carried; the clerk confirmed the bill passed in concurrence. The transcript records the third reading and a voice vote; no roll-call tally was recorded for H84.

The Senate also passed H540, a bill implementing recommendations from the post-adjudication reparative program working group, after a third reading and voice vote; the clerk announced H540 passed in concurrence.

Earlier in the session the clerk read H657 (enabling unaccompanied homeless youth to obtain certain services without parental consent) and referred it to the Senate Committee on Health and Welfare. The clerk also read H941 (municipal regulation of agriculture) and referred it to the Committee on Government Operations.

The Senate’s actions were procedural and taken as part of routine orders of the day; the body adjourned at the close of the session and is scheduled to reconvene April 7, 2026.
