At its March 2 meeting the Alpena City Council approved several routine but consequential operational items.
Procurement and compostable bag requirement: City staff reported that four bids were received for a three-year curbside bag, lawn and leaf material pickup contract covering six pickups per contract year (2026–2028). Staff said the low bid from H&D Services LLC of Alpena was $1,000 per pickup less than the next-lowest bid and $4,800 per pickup less than what the city paid last year. The council awarded the contract to H&D Services LLC at $6,000 per pickup (listed as $36,000 per contract year). The contract requires the contractor to collect only compostable bags; plastic bags will not be collected and residents who use plastic bags must transport the lawn waste to the DPW leaf drop-off during regular business hours (or on specified weekend openings).
Memorial Day parade insurance reimbursement: City Manager Rachel Minsky recommended the city reimburse the Alpena Veterans Council for the special-event insurance premium for the 2026 Memorial Day parade and ceremony on May 25, 2026. Minsky said the expense is authorized under Michigan statute for specified civic celebrations and proposed a reimbursement not to exceed $250. Councilman Mitchell moved to approve the reimbursement; the motion was seconded and carried.
Schedule change: The clerk requested rescheduling the regular council meeting of Aug. 17, 2026 to Monday, Aug. 24, 2026 due to staff and deputy unavailability; council approved the change and the clerk said the website and public notices would be updated.
Procedural notes: Council moved and approved the contract award and administrative items during the meeting’s new-business segment. Staff said exact pickup dates are subject to contractor availability and will be published once finalized.
Next steps: City staff will finalize the contract with H&D Services LLC, coordinate pickup dates with the contractor, and publish the curbside schedule and compostable-bag guidance; the clerk will post the August meeting date change and issue a press release.
