The board opened Case 6605 after staff introduced the application and read related Carroll County code citations. Applicant counsel Kelly Schaefer Miller told the board the proposal largely repeats prior approvals for the property (BZA cases 5337 in 2007 and 6167/6167R in 2019) but requires fresh variances because the 2019 approval lapsed when the applicant did not complete the site-plan process. "That approval expired and then when that was brought to his attention, we applied and here we are back again requesting substantially the same approval," Miller said.
