Bolivar awards THDA home-rehab contract to ACS LLC, low bid $102,000

The Bolivar City Council approved awarding a THDA home-rehabilitation contract to ACS LLC after opening four sealed bids.
Tom Skin of the Southwest Development District reviewed sealed bids and recommended awarding the project to ACS LLC, the low bidder at $102,000. Other bids opened were The Right Choice ($104,000), Toz Construction ($112,000) and HOBS Waterproofing ($115,118). Council members asked whether any bidders were local; staff said they were not aware of local contractors bidding on this work.
The council moved to accept the Southwest Development District’s recommendation and voted to award the contract to ACS LLC.
Why it matters: the award advances a grant-funded housing-repair project that uses state THDA funds; awarding the low, qualified bidder is intended to keep the project within the grant budget.
