Bolivar seeks $5.52M state grant to accelerate Armory pool project and adopts 10-year parks plan

Mr. Hill, who presented community development and tourism updates, said the city will request a 75% grant ($5,520,000) with the city providing a $4 million match already set aside for the project. Mr. Hill said the match could be covered in part by USDA funds if required. He noted the grant would allow the city to accelerate phase-two work rather than phasing improvements over many years.
The parks plan adopted at the meeting includes conceptual designs for an indoor/outdoor pool and improvements at Blossom Lane and other community facilities. Mr. Hill emphasized the plan is the city’s 10-year update and a prerequisite for many state-level park grants.
Why it matters: the grant, if awarded, would significantly increase the pace and scope of recreation improvements the city can afford to deliver. Council members discussed budget implications; the mayor said other funding partners may be available to meet the local match if necessary.
Details: council approved Resolution 20260002 to submit the LPRF application and approved Resolution 20260003 adopting the 10-year systemwide parks plan.
