USB details SCRAM/CCW report fixes, teacher rostering fields and feasibility questions on decile reporting

USB data staff walked LEA data contacts through recent changes to special-education reporting tools, new fields to support alternate-assessment rostering, and a proposed federal reporting change that may require field additions.

Malia explained that the SCRAM CCW detail report (used to verify December 1 child-count data) now includes a 'school of record' field and a column indicating level-two fatal validation errors so LEAs can better determine why SCRAM records are excluded from totals. She said USB stopped filtering out records by age from that report so LEAs can see age values and understand exclusions (for federal child-count reporting, students must be age 3–21 on December 1 to be counted). Malia emphasized that records blocked by level-one fatal errors still require manual review because those scenarios remain unresolved in the reporting flow.

Malia also described three new conditional teacher-ID fields added to SCRAM records to enable automatic rostering for alternate assessments (conditional on the 1% flag and tested-grade levels). She said validations for these fields are warnings rather than fatal errors, that USB can receive the fields today, and that more rostering automation (API work with DM) will follow next year.

On federal-state reporting, Malia said the state performance-plan comment package asked whether the 'regular percent' field (how much time a student spends in regular-education settings) could be reported in decile increments (every 10 percentage points) rather than the current three-category values. Malia explained a technical constraint: the existing Utrex field is a single-character varchar and cannot store two-digit numbers without adding a new field; USB asked LEAs and SIS vendors whether they could map decile-coded values (for example, letters A–J) through existing workflows if required, and said any field addition work would likely wait until after the Utrex-to-USIMS migration (not before July 2027).

Why it matters: These SCRAM-report fixes and the new teacher-ID fields should reduce year-end reconciliation workload for special-ed directors and enable earlier teacher access to alternate-assessment score reports. The potential decile-level reporting change would increase data granularity but may require SIS work and a system-field addition that USB said it prefers to defer until after the platform migration.

What’s next: USB will publish the updated SCRAM CCW detail-report spec, provide SIF/XPath mapping information for new fields, and solicit vendor feasibility feedback on the decile-coded option; Malia asked SIS users to confirm whether their systems could map to letter-coded decile values if the change is required.
