Bedford Board approves retirement and technology, but MOU on certificated staff deadlocks 2-2

Dr. Schneider, the district superintendent, told the board the superintendent’s report included four items and introduced each for consideration, starting with item 5.01, the retirement of Mr. Rakowski.
"I'd like to thank him for his service, many years in the district," Dr. Schneider said, noting Rakowski stepped in at the high school late in his career to fill an instructional need. The board approved the administrative personnel recommendation by voice and roll call; Mr. Callender moved, Ms. Boynton seconded, and the motion passed in a 4-0 vote (Callender, Boynton, Morton and Aikens voting yes).
The board then considered technology contracts under item 5.02 tied to the federal E-rate process for new construction, including awarding bids for a dark-fiber provider. Dr. Schneider credited Mr. Ellsworth with facilitating the E-rate process. The board voted 4-0 to award the bids (motion by Mr. Callender, seconded by Ms. Boynton).
Under item 5.03 the board voted to approve a service contract with SCView for the LPDC (license/professional development committee) platform, following a motion by Mr. Callender and a second by Mr. Morton; the roll call was 4-0 in favor.
Finally, item 5.04, a memorandum of understanding for certificated personnel, was moved and seconded and taken up separately. Roll call recorded Mr. Callender and Mr. Aikens voting yes and Mr. Morton and Ms. Boynton voting no, producing a 2-2 tie. The chair announced the motion did not carry and that the MOU will remain on the agenda for future consideration.
The superintendent’s report concluded after these votes. The board’s decisions included routine approvals of personnel and vendor contracts tied to district technology and human resources needs; the certificated-personnel MOU remains unresolved and will return for further discussion.
