Hinsdale commission advances short‑term downtown safety measures, OKs timeline for Zone Two study

Staff said the signs have been purchased and installation is planned to follow the outdoor dining rollout. Commissioners asked whether purchases exceeded the village manager's purchasing authority; staff said signage purchases were within manager authority but agreed to check procurement thresholds for any larger packages (staff estimated about $15,000 for signs and noted a higher threshold of approximately $39,000 for larger procurements).
The commission also reviewed a proposed Zone Two for the neighborhood traffic and pedestrian safety study. Staff described the proposed boundaries — North Street, Monroe Street, Chicago Avenue and Lincoln Street — and said the zone was slightly expanded to include the west side of Monroe School after prior feedback. Commissioners suggested moving the boundary one block west (to Adams) to better capture sidewalks and pedestrian outlets near Monroe and other schools. Staff reported funds are budgeted for the Zone Two study, that the consultant will revise the proposal, and that the Village Board would consider the recommendation at its second April meeting with fieldwork planned for May before schools let out.
