Board adopts justice center construction budget and approves multiple contract awards

Stearns County Facilities presented a multi-part package related to the new justice center. The board approved the overall construction budget and awarded an owner-provided testing and inspection services contract to Bronn Intertech to perform on-site quality assurance work on the county's behalf.
County staff and the construction manager (Kraus Anderson) reviewed competitive bids across more than 50 work scopes. The board approved numerous apparent low-bid awards after staff verification of bidder qualifications and scope completeness. For several scopes staff recommended not awarding to the absolute low bidder for cause (documented irregularities or incomplete scope), and the board adopted resolutions to award those contracts to the next qualified bidder. For a handful of other scopes staff recommended rejecting all bids and rebidding or using alternative procurement methods; the board authorized staff to do so.
Commissioners praised the transparency of the procurement justification and asked staff to continue public updates. Facilities staff said a ground-breaking could be scheduled within weeks, pending final close-out activities and environmental review, and that construction start timing will be confirmed in follow-up communications.
Votes on budget adoption, the special testing contract, the set of low-bid awards, the non-low-bid resolutions and the reject-and-rebid motions were taken and carried.
