The North Montgomery Com Sch Corp board on an uncontested vote approved revisions to Policy 6250 to clarify how the district verifies student residency for average daily membership (ADM) counts required by state law. District staff said the changes are intended to align local practice with Department of Education guidance.
"Per statute. We are to review our policy regarding ADM counts and the verification of residency," said Dr. Moran, a district staff member, explaining the annual review requirement and the rationale for the edits. Staff stressed that the policy requires proof of residency issued within 60 days of enrollment and that only one qualifying document is necessary.
The revisions add current immunization records to the list of acceptable documentation and emphasize alternatives to photo IDs such as utility bills, bank statements or rental agreements, provided the document carries a date within the 60-day window. Dr. Moran said the district also uses other confirmation methods where appropriate, including bus records or school resource officers, and noted statutory protections and special circumstances such as the McKinney–Vento homeless provisions.
Board members asked for practical accommodations for families who arrive without immediate paperwork; staff said the district enrolls students immediately and gathers verification thereafter. A motion to approve the policy changes (agenda item 6.1) was moved, seconded and carried as presented.
The board’s approval preserves the district’s process for ADM verification while adding an additional, commonly available document (immunization records) to ease compliance for new enrollees. The policy will be re-reviewed annually as required by state procedures.
