Board approves FEMA/OES authorization and Harbor Safety Committee grant; consent calendar and budget schedule also advanced

At its March 16 meeting the Humboldt Bay Harbor District board approved several procedural items and grant acceptances.
The board unanimously adopted Resolution 20264, authorizing the executive director and the director of administrative services to apply for and receive funds related to declared disaster DR‑4683 from FEMA and the California Governor's Office of Emergency Services. A roll-call vote recorded Commissioners Norton, Benson, Newman and President Coleman voting in favor; one commissioner had left the meeting earlier and was not recorded on the roll call.
The board also adopted Resolution 20265 to accept a California Department of Fish and Wildlife grant (reported in the meeting as $23,649) to provide secretariat services for the Harbor Safety Committee for FY 2026–27; staff said the funds support annual Harbor Safety Plan updates and committee meetings.
Earlier the consent calendar was approved without discussion. The board also voted to authorize staff to begin implementing the FY 2026–27 budget preparation schedule, with preliminary goal setting beginning at the next meeting and a target for budget adoption in July 2026.
No substantive policy decisions were adopted at this meeting; the actions recorded were procedural, funding-authority and scheduling items that enable ongoing operations and planning.
