After discussion, Sandpoint’s City Council unanimously adopted a revised council–staff communication policy April 1 designed to clarify how individual council members may interact with staff while protecting administrative processes.
Legal staff noted the updated draft adds enumerated exceptions for law-enforcement and emergency communications and refines applicability for hearings and reports. Several council members voiced concern that restricting certain communications could reduce early-stage visibility on projects; others noted the policy does not prevent council from receiving formal presentations or asking fellow councillors to sponsor action items to direct staff as a body.
Council adopted the final draft by roll call vote. Staff and councilors agreed to discuss related expectations for early project check-ins during upcoming strategic-planning work so the body can balance oversight and efficient project delivery.
