University research finds mixed views on offshore wind in Humboldt Bay; local benefits and clear technical data increase support

Researchers from Oregon State University and partner institutions presented preliminary findings on March 16 from a multi-phase study of community perceptions about offshore wind and community benefit agreements (CBAs) in Humboldt Bay.
Julia, a postdoctoral scholar at Oregon State University, said the study combines document review, interviews and surveys across several coastal communities. Lauren Hart, a graduate research assistant with the SHOTS Energy Research Center, summarized results from 30 interviews with community leaders conducted between December 2024 and January 2026. She described five recurring themes: weariness of extractive industry; trade-off tensions where residents weigh global climate benefits against local costs; the difficulty of building an "uncomfortable consensus" across stakeholders with different priorities; engagement burdens placed on local volunteers and community leaders; and knowledge gaps because specific design and impact data are often not yet available.
Tanner Etheertton of the SHOTS Energy Research Center summarized the survey design and preliminary quantitative results. The team used stratified random sampling and a drop‑off/pickup method across block groups in Eureka and the Samoa Peninsula. Survey response rates were high in some areas (reported as ~71% on the Samoa Peninsula). The survey found that Eureka respondents showed roughly twice the level of support for leasing ocean space for offshore wind as comparator communities; many respondents remained unsure. Respondents who were unsure were more likely to become supportive when asked whether electricity from projects would stay in California or be tied to local benefits and when asked about add-on local benefit agreements.
Presenters and commissioners discussed a funding shortfall following cuts to planned federal support; researchers said they are finishing analysis on a reduced budget using limited foundation support and expect to publish more detailed public-facing reports and toolkits when resources allow.
What it means: the research suggests local attitudes are neither uniformly for nor against offshore wind. Local benefit framing, transparent technical information and capacity support for community engagement were among the study's recommendations to improve decision-making processes.
Next steps: the research team plans further reporting, community toolkits and policy recommendations when funding permits.
