Commission authorizes staff to begin negotiations with CoreCivic after advisory committee report

The commission received the advisory committee report regarding CoreCivic and authorized county counsel to begin negotiations with CoreCivic and the Tennessee Department of Correction (TDOC). Commissioners asked staff to incorporate additional memoranda of understanding (MOUs) that would clarify hospital and ambulance roles during incidents and crisis response.
Brandon Beller presented the committee’s recommendations and asked for direction to proceed. Commissioners moved to authorize the county attorney to negotiate and to incorporate Commissioner Beverly Atwood’s recommended MOUs with local hospitals and ambulance services where appropriate. The motion to authorize negotiations carried after a second.
During discussion, commissioners and staff addressed fee structures for ambulance runs, noting the advisory report’s suggestion that fees and administrative charges be evaluated for sustainability. Commissioners also raised questions about body-worn camera policies when incarcerated individuals receive care at hospitals and were advised to report incidents to TDOC where appropriate.
Next steps: the county attorney will proceed with negotiations and will return to the commission with draft agreement terms and any recommended MOUs for review.
