Board approves tax rates, financial statements, two-bus procurement process and multiple donations

The Madison Local Board of Education on Tuesday approved a set of routine but consequential fiscal items, including acceptance of the amounts-and-rates determined by the budget commission, approval of February financial statements, authorization to advertise and receive bids for two school buses through the Ohio Schools Council Cooperative, and acceptance of multiple donations.
The district's treasurer recommended the board accept the commission's rates, reporting an outside millage of 54.84 and an inside millage of 4.85; the board approved the resolution on a roll-call vote. The treasurer also presented the February financial statements, reporting general fund revenues through February at roughly $21.3 million, expenditures of $21,480,679 and an ending general fund balance of $1,663,582; the board approved the financial statements.
On transportation, the board authorized the district to enter an agreement with the Ohio Schools Council Cooperative to advertise and receive bids for two school buses. The board also accepted a slate of donations: $2,179 from Ben and Don Holt to support Madison Middle School's Washington, D.C. trip; several necktie donations from community members for middle-school events; an anonymous $525 donation for the principal's account; and a $170,000 donation from Shirley Minnelo to Madison High School to establish a scholarship fund in honor of Tim Manel. The donations were accepted by motion and roll-call vote.
All motions described above were approved unanimously in open session by the five board members present. Board members did not debate major policy changes during the votes; they treated the items as routine business. The board then moved on to administrative reports and personnel items.
