Westmoreland board hears literacy-plan progress, read-aloud and intervention updates

Miss Steel, the division’s literacy lead, told the Westmoreland County School Board she was "pleased to share our progress" on the division literacy plan and outlined classroom materials, interventions and professional development now in use.
The update said the division has adopted high-quality core K–5 materials and supplemental curricula for upper grades, and is using Lexia Core5 and Lexia PowerUp and Orton–Gillingham training for K–8 intervention. Miss Steel said school reading specialists and principals lead collaborative planning and monitoring and that teachers complete Value Series professional development tailored by grade and building.
The presentation noted the division uses multiple assessments to place students and monitor progress, including HMH module checks, growth assessments for grades 3–8 and WIDA testing for English learners. Miss Steel said some vendor data were corrected only recently: "we just received the corrected report yesterday," and she promised a fuller data presentation at the next update so the board can review progress and gap-closing measures.
Board members asked specifically whether progress measures are available now; Miss Steel said corrected comparative data for K–3 (2024 versus 2025) will be shared and that she can supply counts of reading plans by school and grade in the interim.
The board received the report for information; Miss Steel said she will return with the corrected vendor data and additional progress metrics at a subsequent meeting.
